Jeju island is the windiest place in South Korea, with wind pretty much all year long.
Usually a bit gusty wind, fall and spring are the best seasons with wind 15-30 knots. In summer wind is usually lighter 10-20 knots.
It is your responsability to check whether kitesurfing is allowed at the spot; you might need a 'special permit' or membership from a local kite organization, etc. Local rules can change. Respect others - kiters or not; kite safely and enjoy the wind!
