EditGood with SE or East wind. Generally best in the fall, winter and spring. Not much wind in the summer. Can be a long walk to the water at tides below 5 feet.
I have also heard there are some parking issues with local residents and the kite crew. It is a tight area for parking and I think the locals are getting cranky. Talk to a local to get the parking scoop.
It is your responsibility to check whether kitesurfing is allowed at the spot; you might need a 'special permit' or membership from a local kite organization, etc. Local rules can change. Respect others - kiters or not; kite safely and enjoy the wind!
